Double finesse

Last Wednesday evening I watched twice (different hands) while declarer handled the combination A Q 10 9 x wrong. In both instances declarer finessed the queen first and the went back to his and finessed the 10. Finessing the queen first is right is you only need two tricks and can't afford to lose any tricks. Finessing the 10 first is right if the goal is to win the maximum nmber of tricks (the situation in both the hands I was watching).
